AMU Teachers Condole Death of Student and Condemn Inauguration of Illegal Malappuram Centre

Unanimous resolutions passed by the Executive Committee of the Aligarh Muslim University Teachers’ Association (AMUTA) at its meeting held on Dec. 23, 2011 at 7:00 P.M

Resolution No. 1

This meeting of the Executive Committee of AMU Teachers’ Association condemns the death in mysterious circumstances of Master Saddam Husain of Class X, S.T.S. High School, AMU, Aligarh. We express our heartfelt condolences to the bereaved family and friends and demand that an immediate time bound enquiry into this reprehensible incident be held and, although nothing can make up the irreparable loss of a young life, suitable compensation be awarded.
It is regrettable that although the disappearance of Master Saddam Husain was known since yesterday, the University administration ignored the issue, did not take any steps and the Vice-Chancellor, Proctor and all other functionaries continued with their plan of going to Mallapuram.
We appeal to the District Administration to thoroughly investigate the matter and punish the guilty. We appeal to all persons to maintain peace and calm on the campus at this difficult juncture.

Resolution No. 2
The AMUTA Executive Committee condemns the “inauguration and dedication to the nation” of the totally illegal Mallapuram Centre by Mr. Kapil Sibal, the Union Minister of Human Resource Development and Mr. E. Ahmad, the Minister of State of HRD with practically the whole Kerala Government in attendance. It is strange that despite representations made to the Hon’ble President of India, the Prime Minister, the Union Minister of HRD and the UPA Chairperson Mrs. Sonia Gandhi as well as the AICC General Secretary Shri Rahul Gandhi, the Congress led Government and the Congress Party have turned a deaf ear to the legitimate concerns of the AMU community and its well wishers.
We would like to place on record that lacs of rupees have been spent during the last few days for this programme. In fact the real AMU campus at Aligarh has become a satellite to the illegal Mallapuram Centre, where taking official TA/DA, a team comprising the Vice-Chancellor, Registrar, Finance Officer, some Deans, Proctor, Provosts, Member Incharges, media advisor, other officers, functionaries, friends, students and other people have been sent. This has created a vacuum and thus an alarming situation on the campus similar to that of April, 2011, when too the VC was in Mallapuram, and the University was closed sine-die.
Over the last few days deliberate attempts have been made to vitiate the atmosphere, that seem aimed at proving that only Prof Azis or his chosen people can manage the University. These include demands to postpone exams and condone/ makeup attendance. Today, i.e., Dec. 23, 2011, a group of students created problems in the Faculty of Engineering and wanted an immediate solution from the officiating V.C. It is fortunate that an ugly situation was averted by using proper tact and persuasion by the teachers on the spot. Another potentially explosive situation has been created because of the finding of the dead body of a school student who was missing for the last two days and where none of the officers and functionaries of the University had paid any attention to this problem.
We appeal to the Government of India, the Government of Kerala and the Congress as well as other political parties to stop ignoring the concerns of the AMU community for their imaginary political benefits.

Unanimous resolution passed by the Executive Committee of the Aligarh Muslim University Teachers’ Association (AMUTA) at its meeting held on Dec. 09, 2011 at 8:00 P.M

This meeting discussed the dismal and pathetic state of higher education in the country in general and at A.M.U., Aligarh in particular. The members viewed with serious concern the callous attitude of the Central Government that has allowed the continuation of the corruption tainted Prof. P.K. Abdul Azis as the Vice-Chancellor of AMU. Dr. Azis  has been indicted by two enquiries conducted by the Finance Inspection Wing of the Govt. of Kerala, on more than a dozen charges relating to financial misappropriation and administrative lapses during his tenure as Vice-Chancellor, Cochin University of Science and Technology. He is currently being investigated by the CBI on the orders of the Hon’ble President of India for similar misdemeanors committed by him at AMU. During this period he has also been indicted by the U.P. Office of the CAG and faced two Fact Finding Enquiry Committees, also set up by the President of India in her capacity as Visitor of AMU.

There are many examples of manipulation and of scarcely respecting the Statutes, Ordinances, Rules and Regulations and established norms of the AMU. It need to be emphasized that illegal centres outside the campus are destroying the basic structure of AMU, a residential University established by Muslims of India and a premier institution of the country.

There are questions over the composition of the Executive Council, including the membership granted to the Director of the illegal Mallapuram Centre and the non-election and thus absence of the six representatives of the University Court in a house of twenty-seven members.

All these lead to only one conclusion that the meeting of the Executive Council should not be held on Dec. 13, 2011 at New Delhi.

 We, therefore, request an immediate intervention by Her Excellency, the President of India and Visitor of the AMU, to restrain Prof. P.K. Abdul Azis from presiding over the meeting of the Executive Council, to be held on December 13, 2011 at New Delhi (not Aligarh) for forming the panel of names for the next Vice-Chancellor. It is extremely important that only persons of impeccable academic and administrative credentials occupy this prestigious position to end corruption and indifference.

We also appeal to the honourable members of the Executive Council to keep away from the meeting of Dec. 13, 2011 and ensure that no meeting is convened under the chairmanship of Prof. P.K. Abdul Azis.

FEDCUTA: Need for Urgent Remedial Action at Ailing Aligar Muslim University


Prof S D Siddiqui, General Secretary, FEDCUTA, with concern and anguish has forwarded the resolution of FEDCUTA passed unanimously at its meeting held in New Delhi on 17.11.2011. The resolution focuses on the malfunctioning of AMU Vice Chancellor Prof Abdul Azis and is self explanatory (pl see scans). Prof Siddiqui goes on to say that that gravity of the situation warrants an immediate intervention of Hon'ble President of India. He has earnestly requested the Visitor to save AMU from falling into a dismal abyss of dissipation and destruction.

AMUTA Executive Committee Resolution: Showcause to JNMC Principal,SS Day function,Police complaints between teachers, Rudarpur riots, Sanjeev Bhatt arrest

The Executive Committee of the Aligarh Muslim University Teachers’ Association (AMUTA) at its meeting held on Oct. 08, 2011 at 2:30 P.M considered the following issues:
1.   Show cause notice served to the Principal, J.N. Medical College by the Registrar, who has no such power;
2.  The harassment of teachers through filing police cases against them for example the case of Dr.(Ms.) Tanzeem Fatima, Assistant Professor, Department of Law and Prof. S.D. Kaushik, Department of Sanskrit although the problems relate to functioning of the departments concerned;
3.  The reported acceptance by Mr. Salman Khursheed, Union Minister for Law to share the stage with Dr. P.K. Abdul Azis, who is facing a CBI enquiry ordered by the President of India, at the commemoration meeting on Sir Syed day;
4.   The Govt. sponsored riot at Rudarpur, Uttrakhand; and
5.   The arrest of Mr. Sanjeev Bhatt, senior IPS officer, by the Modi headed Gujarat Govt.
The following was resolved unanimously:

1. The Executive Committee reiterated its earlier resolution of Oct.01, 2011 which condemned the attempts to harass and intimidate persons who do not tow Dr. Azis’s line. Prof. Ashraf Malik, Principal, J.N.Medical College has been issued a show cause notice by the Registrar, that is beyond his jurisdiction. The Principal was well within his rights as provided in the Ordinances not to allow a transfer on which he was not consulted and where his competence both legal and technical cannot be ignored. The tone and tenor of the show cause notice is remarkably harsh and extremely humiliating, apart from being based on incorrect and false information. None of the transfer orders had anywhere invoked the office of the Vice-Chancellor (in fact not even a copy was endorsed to it), but the notice mentions it as a cause a number of times. The Association notes that previously too, many heads of offices have refused to relieve/did not permit the joining of any non-teaching staff that in their opinion was not in the interest of their office but, no one has ever been given a show cause notice on this count. Presumably the only reason in the instant case has been the refusal of the Principal to attend the Executive Council meeting on 17.09.11, on the basis of a principle.
We therefore demand that the notice should be withdrawn forthwith and the Principal, J.N.M.C, the CEO of the Hospital, be allowed to function unhindered with complete autonomy. In case the University administration carries out its threat, the Association shall be forced to take recourse to agitational means such as strike etc. to restore order, the rule of law and an end to targeted harassment.
2. The Association is of the opinion that internal bickering of departments should not result in filing of FIRs that lead to undue involvement of the police. We condemn all such incidents which result in harassment of teachers at the hands of outsiders. Dr. Tanzeem Fatima has been living this nightmare since 2007 and the case is still going on, the police authorities are allegedly suppressing the true facts of the final report of the case being presented before the relevant judicial authority, we request the senior police administration that this
should immediately be resolved.
Prof. S.D. Kaushik is the latest victim of a departmental misunderstanding being converted into a law and order problem and being harassed. The Executive Committee condemns the haste with which the Proctor’s Office got the FIR registered without, presumably not reporting the matter to the Vice Chancellor and effectively bypassing him. We demand that he should intervene and resolve the matter.
3. Mr. Salman Khursheed’s visit shows the confusion in the Congress Party and the Government on issues of fighting corruption in AMU and other public institutions. The Sir Syed Day commemoration meeting is a highly revered occasion for the Aligarh Muslim University community and for it to be headed by tainted persons who are facing CBI enquiry is condemnable and painful, which is being added to with Central Government Ministers accepting the invitation to share the dais with him thereby giving him credibility. It may be noted that to the best of our knowledge, the Union Minister for Human Resource Development has refused appointment to Prof Azis because of the enquiries he has faced and is facing. It may further be noted that in 2009, on the orders of Prof. Azis, Guest House facilities were refused to the present Union Minister for Law & Justice, when he visited AMU on the occasion of Sir Syed day because he was AMUTA’s guest.
We appeal to the Prime Minister as head of the Government and Smt. Sonia Gandhi as Congress President to ensure that the Congress Party does not become a party in shielding corruption, failing which it shall be open to us to protest against the Government and the Congress Party by using appropriate agitational means such as public demonstrations showing placards and black flags etc.
4. The drawing closer of the election in the various states have emboldened communal forces to instigate riots for electoral games. The riot at Gopalgarh, Rajasthan and the latest riot at Rudarpur, Uttrakhand, have been engineered to polarize voters and have also shown the role of the police and administration in their true colours as being anti-minority and communal.
We condemn the incident and demand that adequate steps, that should essentially include a time bound enquiry, should be taken to bring the culprits to book at the earliest and compensate the victims. We also reiterate our earlier resolutions against the communal canker and again appeal that all political parties ensure the passage of the Communal violence bill in the next Parliamentary session.
5. The arrest of Mr. Sanjeev Bhatt has ripped off the 'sadbhavna' mask and displayed the true colours of the ‘development oriented’ Modi Govt. which is out to stifle any voice which tries to set the record straight regarding the genocide of 2002 and the piteous conditions in which minorities have lived later in the 'most developed' state of India.
The Executive Committee demands that Mr. Bhatt should be released immediately and his testimony be given due consideration to help in punishing the culprits of both, the 2002 carnage and, the murder of Mr Hiren Pandya.
